    Would you buy a house in Detroit for less than $20,000? Plenty of people would, which is exactly what a recent telemarketing scheme banked on.

    Two Michigan residents and 14 people from other states were charged last month for a range of crimes associated with a real estate telemarketing scam. Operating out of call centers in Florida and New York, the scammers made calls to people across the country offering to sell them cheap houses in Detroit.

    The telemarketers offered homes to their victims for between $7,500 and $15,000, claiming they were bank-owned homes with previous mortgages that were much higher than the selling price. The opposite was true: the scammers had purchased the homes for no more than $500 each.

    Although landscaping can increase recovery value by 100%-200% at selling time, there was no reason these homes should have been valued as highly as the scammers were selling them for. In fact, they only made the neighborhoods where the homes were located worse.

    “This nationwide telemarketing fraud not only caused millions of dollars in losses to victims of the scheme, but it also contributed to blight in Detroit neighborhoods,” U.S. Attorney Barbara L. McQuade said in a statement. “Thousands of homes were left to fall into decay as a result of these individuals using Detroit real estate as a commodity to accomplish their fraud.”

    None of the victims even moved into the homes, after all. Once investors purchased a house, the telemarketers fooled their buyers into thinking that the homes had been quickly resold at a much higher value. This caused the victims to invest in more houses with the hope of making a profit in the fictional Detroit home flipping market.

    Naturally, that’s the point when the telemarketers mysteriously fell out of touch. The scammers used various aliases and changed the name of their company frequently to stay ahead of disgruntled victims and police.

    Two Michigan residents are among 16 people charged in what the U.S. Attorney’s Office calls a nationwide fraudulent telemarketing scheme which focused on falsely inflated Detroit house values.

    According to McQuade, the scammers got $20 million from over 290 victims across 46 states and sections of Canada. The Federal Bureau of Investigation seized $1 million while executing search and seizure warrants, but most victims have not recouped their losses.

    Michigan natives Richard Pierce and Matthew Golden are facing charges including conspiracy to commit mail fraud and wire fraud, conspiracy to commit international money laundering, and wire fraud.

    As President Barack Obama prepares to square off against the Republican-led congress on immigration reform, a high-profile immigration case is making headlines in Detroit.

    Rasmieh Yousef Odeh, 67, was found guilty of immigration fraud earlier this month for concealing her Israeli military court-ordered imprisonment in 1969 from immigration officials. She served for 10 years after being charged with several bombings and was released as part of a prisoner swap with the Popular Front for the Liberation of Palestine.

    “An individual convicted of a terrorist bombing would not be admitted to the United States if that information was known at the time of arrival,” U.S. Attorney Barbara McQuade said in a statement. “Upon discovery that someone convicted of a terrorist attack is in the United States illegally, we will seek to use our criminal justice system to remove that individual.”

    According to Odeh, Israeli authorities tortured her into confessing to the bombings, but U.S. District Judge Gershwin Drain dismissed that claim, saying it wasn’t relevant to the case of Odeh lying on her citizenship form. Odeh also claims that she thought the criminal history questions on the form only applied to crimes committed on U.S. soil, a claim that was disputed by Detroit immigration officer Jennifer Williams.

    Odeh still has supporters in her corner, despite the fraud conviction. As the associate director of Chicago’s Arab American Action Network, Odeh worked with immigrants, specifically Arab women, making her popular and respected in Chicago. Women made up 51% of the U.S. immigrant population in 2012.

    Many pro-Palestinian activists are also siding with Odeh, arguing that the U.S. government is using her case to silence critics of Israel. Dozens of Odeh’s supporters traveled from Chicago to Detroit to protest her conviction. Odeh faces 10 years in a U.S. prison and a possible loss of citizenship.

    “I felt the verdict is not justice,” Odeh told The Associated Press. “The government did not allow us to defend ourselves.”

    Tensions over immigration are reaching a boiling point on Capitol Hill, too, as aides submit their final recommendations on immigration reform to President Obama. The ambitious list of actions would allow millions of undocumented immigrants to remain in the U.S. and seek employment, but the GOP-controlled Congress is likely to block any legislation.

    No date is set for Obama’s decision, but Secretary of Homeland Security Jeh Johnson said in a statement that it will likely be announced by the end of the year.

    In an effort to improve the state’s overall economy, many established Michigan companies are offering pro-bono services to startups and small businesses to help them stabilize.

    “I love how much sense it makes,” said Antoine Dubeauclard, president of company Media Genesis. “We are getting Michigan companies to work with more Michigan companies and helping them become more competitive. There’s real value in it.”

    When the Michigan Economic Development Corporation (a multibillion-dollar public-private partnership) launched the Pure Michigan Business Connect initiative in 2011, Media Genesis was one of the first participants. The PMBC program allows companies to pledge pro bono hours for businesses that are still growing.

    Media Genesis was founded in 1996 as a web consulting firm, but now provides everything from digital marketing to print design — helpful services for small businesses, 76% of which say an ideal marketing campaign should have both web and print elements. The company has offered 50 Web Strategy Evaluation reports (covering mobile usability, search engine optimization and advertising) that smaller businesses can use to strengthen online marketing efforts.

    Many of the companies who have pledged time are big players in their respective fields. Varnum, a statewide law firm, works with Fortune 500 companies as well as smaller clients.

    The company, which has engaged widely in philanthropic efforts, jumped at the opportunity to help Michigan’s slowly recovering economy through the PMBC program.

    “We looked internally at what Varnum could do to assist and change things up,” said Steve Buquicchio, a partner at the firm. “With a statewide imprint, we could do something for the entire state and translate that into providing a spark into the economy.”

    Thus far, about 30 businesses — also including Google, Rehmann and Yeo & Yeo — have committed to more than 30,000 service hours in fields such as legal services, accounting, web strategy, human resources management and more.

    “All sorts of entrepreneurs and small businesses can get involved through the MEDC,” Buquicchio concluded. “MEDC really put together a great program here to spark the economy.”

    Only months after announcing an affiliation with Beaumont Health, Botsford Hospital has announced that its Farmington Hills, MI, campus will receive a $160 million renovation.

    Construction should begin next summer. “This has been overdue for a number of years as more and more patients in the surrounding communities rely on Botsford,” Botsford CEO Paul LaCasse told Crain’s Detroit Business.

    The construction project will add a five-story tower and 80 beds, which will bring the hospital’s number of private patient rooms to a total of 160.

    The emergency room and trauma center will also be expanded, and more critical care and observation units will be added. Additionally, the hospital will receive nine new operating rooms for further surgical procedures.

    “Right now we are in a space that is too small. Our ER and trauma center has 65,000 patient visits per year. We need space for up to 88,000 because we expect volume to increase,” LaCasse said.

    Merger Goals
    Eight hospitals have agreed to combine into Beaumont Health.

    The merger, including Oakwood Healthcare Inc. and Botsford Hospital as well as Beaumont Health, was announced in the summer.

The same is true for Botsford,” LaCasse said. “Our financial performance is good, our cash performance good, but we are not in position to invest in facilities and campus [improvements on our own].”

    However, the merger is seen as being mutually beneficial. Brian Connolly, CEO of Oakwood, said a major goal of the affiliation will be greater operating efficiency. About $134 million can be saved by using a single electronic health record system and consolidating administrative duties, he said. Experts estimate that, in general, electronic medical records increase efficiency by about 6% annually.

    But LaCasse emphasized that patient care will also be improved through consolidation of EHRs and increased continuity. “If you are a patient in Southeast Michigan, visiting [any Beaumont Health hospital or clinic], you will have a common record,” LaCasse said. “It will be passed from one organization to another.”

    Detroit’s Griswold Building in Capitol Park used to offer housing with fixed, subsidized rent to low-income seniors. That changed this year as The Griswold became The Albert, and the 115 seniors who were living in the building were forced by developers to find new accommodations.

    Senior Housing Preservation Detroit, a coalition of local agencies, formed to investigate the recent developments to the Downtown/Midtown area and found that as many as 2,000 other seniors nearby are also at risk for eviction.

    The displacement comes as more developers aim to target young professionals. The Albert’s website promises “modern comfort, historic charm and unique amenities” in a luxury apartment setting.

    Diane Smith, a member of the coalition, is working to find a housing preservation strategy for Detroit based on the ones that have been successful in other states. Smith is also the national development manager for CSI Support and Development, a nonprofit developer of affordable rental properties in Detroit.

    Healthy communities, said Smith, need to have “a broad mix of income and broad mix of ages.”

    Smith said that developers could use other strategies to push for senior housing, such as inclusionary zoning to set aside housing for low-income individuals and families.

    Another strategy would be to preserve the current senior housing buildings that have federal contracts due to expire.

    Tim Wintermute, executive director of the Hannan Foundation, gave three options for this strategy. The buildings could be sold to a nonprofit that will maintain the senior housing and renew those federal contracts; the buildings could retain some units covered by the project and transfer others to newly constructed or rehabilitated buildings; or transfer the entire contract and rent subsidies to a new or rehabilitated building.

    Some in Detroit argue that the shift of seniors to urban cores is actually good for cities, including struggling ones like Detroit. With an estimated 27 million adults poised to need long-term care or other senior housing by the year 2050, more could choose a city area like Detroit.

    This could revitalize the area as seniors look for more active lifestyles without having to drive to access amenities and entertainment options. They could also make more trips to the doctor and be able to interact more with members of the community.
